The
introduction of a new
model of territorial development, based on a bottom-up approach, is a
completely new process in the Central European countries that were
formerly
part of the communist system. However, the ongoing process of
Europeanisation
in these countries is acting as a catalyst in spreading this model of
endogenous development, the principle of which is to highlight the
specific
assets of each territory and to foster the initiatives taken by
decentralized actors. The notion of "territorial government" sums up these new patterns of public policy that are in keeping with a multi-level environment. At the meeting-point between European and national policies on the one hand, and bottom-up initiatives coming from local actors (elected representatives, project managers, etc.) on the other, new patterns of territorial structuring are helping to bring about a change in the way territories are governed. Locating and interpreting them are at the heart of our project. How does this change of model operate and what consequences does it have? The aim of this research programme is to analyse the context of the reception of this European model of local development by local actors and their capacity to learn.
